Book publishing started coming into its own only during  the
last  four  decades  in the newly emerging countries  of  Asia  ,
Africa,  and  Latin  America.  Before that  they  were  primarily
dependent  on  the colonial powers to fulfill the  book  read  of
their  peoples,  for  both education and  entertainment,  in  the
developing  world  these are countries which do  not  have   much
publishing of their own, as well as those which  have a developed
and   active  publishing  industries.   But  there  is  a   great
similarity  in  the  problem facing all of them in  the  area  of
publishing.   Low literacy is  common features of all  developing
countries.  In a sense publishers in there countries are  serving
only  a small minority of their populations that is literate  and
can afford to buy books.  A small readership means small editions
and  consequently  high prices.  A vicious circle, and  this  has
adversely affected the education system and the intellectual life
of the countries.
